City policies

City policies are applied to the entire city.

File:Policy harsh prison sentences.png Pre-Release Programs 5 Prisoners are enrolled in educational programs before they are released from prison. This helps them integrate back into society and reduces the likelihood of committing crimes again.
File:Policy advanced pollution management.png Advanced Pollution Management 6 Industrial filters reduce air and ground pollution in industrial zones, but produce more garbage.
File:Policy city promotion.png City Promotion 10 Advertising increases the city's Attractiveness, which brings in more tourists. This unfortunately also increases the crime rate around tourist attractions.
